Consolidate the root
CHANGELOG.mdinto the Keep a Changelog 1.1.0 format and add.github/copilot-instructions.mddocumenting the changelog conventions.CHANGELOG.md: added the standard header/intro (Keep a Changelog + SemVer links) and marked the unreleased section with the(TBA)suffix. Existing2.2.0release history and issue links are preserved..github/copilot-instructions.md: documents the changelog format, change-type subsections, and rules, adapted from theiap-servercanonical reference, usingjava-corerepository name and issue URLs.Motivation and Context
