Add WEB translation

• Adds WEB - World English Bible translation sourced from https://github.com/TehShrike/world-english-bible/tree/v1.0.1 and translated into the required formats
• Adds a schema to validate json against for accuracy
• Updated SQLiteGenerator to properly check for existence of record before inserting. Previously it would cause duplicates
