feat: Implemented automated project setup script (windows only)

• Added scripts\setup_project_windows.py script
• Added automated setup instructions in README.md

Motivation and Context

Provides the user with a single command to set up the template and start coding

How has this been tested?

• Tested on Windows 11 only
• Tested on new (template) project
• Tested on existing project (re-running the script)
• Tested on both PowerShell and ESP-IDF Terminal
