Vendor the shared governance from project-template (hooks, community-health docs, PR/discussion templates, labels.yml, release-drafter + gitleaks config, shared workflow suite). Replace the stale bug/chore/feature issue templates with 01-feature/02-bug. This repo is a pre-alpha placeholder, so add a minimal Taskfile + .licignore (golic v0.3.0, Apache 2.0, built-in TS/JS rules) so the shared job-golic check passes; it seeds the frontend tooling. Closes #7
