[Admin Console] : Add in-memory metrics collector

Add in-memory MetricsCollector , types, unit tests for EPS, accepted/rejected events, active WS connections, and CPU/memory snapshots.

No handler wiring, SSE endpoint, or UI in this PR, foundation only.

Part of admin console Phase 2 after Phase 1 (#641).
